Mr Heimerl studied civil engineering at the University of Stuttgart, where he completed his doctorate in 2002 on the evaluation of hydropower plants. From 2001-2007, he worked in the hydropower division of Energie Baden-Württemberg AG (EnBW) before moving to the global planning and consulting company Fichtner GmbH & Co. KG, Stuttgart. From 2009 to 2012, he was Technical Director of the branch office in Istanbul. He currently works at Fichtner Water & Transportation GmbH in Stuttgart as Head of the Hydraulic Engineering and Hydropower Department.

As a result of these activities, he is involved in several specialised committees of various associations. For example, he has been a member of the DWA technical committee "Ecological continuity of watercourses" since 2002 and has been spokesman for the DWA working group "Fish passage structures" since 2014, as well as co-author of the DWA-M 509 "Fish ladders and fish-passable structures".

Due to this broad professional background, he was appointed as a publicly appointed and sworn expert for hydraulic engineering and hydropower plants as well as fish passage structures by the Stuttgart Region Chamber of Industry and Commerce in 2013. He has also written numerous publications and has taught at the mechanical engineering faculty of the University of Stuttgart since 2001, where he was appointed honorary professor in 2017. He is editor-in-chief of the independent trade journal WasserWirtschaft since 2008.
